Yes there is a way to limit the diskspace allocated to each user. You will need to recompile the kernel to use disk quotas. The FreeBSD handbook documents this fairly well. To answer your second question, I would recommend a good book. I don't think there are any WWW pages that teach you UNIX system administration.
