Hummm... Jordan doesn't seem to be self consistent, after all he
is the one who added:

                ${INSTALL} -c -o ${BINOWN} -g ${BINGRP} -m 644 dot.fvwmrc \
                    ${DESTDIR}/root/.fvwmrc; \
                ${INSTALL} -c -o ${BINOWN} -g ${BINGRP} -m 644 dot.Xdefaults \
                    ${DESTDIR}/root/.Xdefaults; \
                ${INSTALL} -c -o ${BINOWN} -g ${BINGRP} -m 755 dot.xsession \
                    ${DESTDIR}/root/.xsession; \

to /usr/src/etc/Makefile...

There has also always been agreement that we shouldn't dike out

Please don't, it's obviously not as black and white as it appears :-(.
