I was having the same problem. vt(4) is the default console driver in 10-STABLE,
as well as the default starting with 10.0-RELEASE when booting via UEFI, so the
'hw.syscons.bell' setting no longer has meaning in that context. There doesn't
seem to be a vt-specific analog for it yet.
