If I remember correct VLANs are not even in ifTable, since they are not interfaces, I am not 100% sure about this, but if they are in ifTable they have special type defined... It seems that every company has it's own way of dealing with VLANs... As for sub-layer thing, I wouldn't argue with you that VLAN is sub-layer, but I think it has a little concet of bandwidth...
