Yes. The reason for GENERIC is simply because that's a kernel config that works with the sources. It also works better when cross-building and uname doesn't (in general) present us with a usable name for the architecture we're building for (except of course when it's GENERIC). A user-supplied kernel config may not work (due to changes in the source tree; or simply because we have changed our config tool). For upgrading purposes, it's therefore safer to use GENERIC.
