This is not a recent problem; I'm pretty sure that I have seen this at least as far back as FreeBSD 4.1 when using a CDROM root filesystem with a SCSI CDROM drive. It's one of those bugs that I never got around to investigating since the CDROM drives I use are almost exclusively ATAPI, and a CD root works fine for ATAPI drives.
