I recommend Cyrus, which is available in the ports collection. It is an
IMAP/POP3 server which does very little as root, and has worked very
nicely for me. It does allow quotas to be configured. One slight
obstacle that you will encounter, should you choose to implement Cyrus, is
that it stores each message as a separate file rather than in the "bezerk"
format, so you will probably need to take your mail service down for a
while and run a script to convert the mailboxes.
