The problem here is that /etc/devfs.conf does not in fact work
as it should.  It just blindly applies the changes to the current
contents of /dev where it should in fact create devfs rules and
engange and apply those.

This is really a task for our RCng crew, but I am not sure if
rc@ is a valid PR owner address.
