I'd say it is cosmetic, as the on-board UARTs (0 and 1) have been working fine in either configuration, whether attached to acpi0 or to isa0. I have problems with the dual UART PCI board. I understand that PCI devices don't need such hints. Actually, both the "sio kernel" and the "uart kernel" locate the device identically on the same IRQ and IO ports.
