Yes, their version of ip_fil.c uses this to get packets (it's in
FreeBSD-current code too, surrounded by #ifdef NETBSD_PF).
Maybe we could use it both for IPFW/IPDIVERT and IPFILTER, it could
save use the multiple custom hooks we currently have for each one
of them.
