According to the Linux commit from 2014 I referenced earlier, they got their
reference based off Section 14.4 of Volume 3 of the Intel architecture Software
Developer Manual. On a cursory look this section does indeed describe hardware
P-states, though it's a bit over my head at the moment. Maybe I can look into
it later. Maybe there's some useful information for whatever edge case the
FreeBSD code is missing in here?
