Bridge places its ports to promiscuous mode and attached ifconfig output shows
PROMISC flag. In this mode, ixl interfaces should "see" all incoming frames
despite of multicast filters.

This may be a bug in the ixl(4) driver.  Michael, please try to remove one of
your ixl interfaces from the bridge and run "tcpdump -ni ixl0" to check if it
shows incoming STP BPDU that way.
