It means you haven't created the control device yet.
If you had done as mergemaster asked you and had ran MAKEDEV you
wouldn't have this problem.  (You did run mergemaster after the
installworld, didn't you?)

Anyway, to fix this do the following:

cd /dev
sh ./MAKEDEV ata
