Well, the tree was broken by the lack of *something* and we're supposed to be testing post-freeze stuff. It's a bit hard if the release won't build because of things like this missing stuff. As I see it, the choices were to back out libreadline/Makefile rev 1.34 and libreadline/readline/Makefile rev 1.4, or change INCDIR.
