I've not managed to find a new URL for this page, and so I'm wondering whether I should simply remove the paragraph you quoted. I'm not a user of IP Filter myself, so I don't know just how much information from that page is useful for day to day users of IPF. Perhaps you have an opinion? In passing, I notice also that the IP Filter mailing list is dead, and the IP Filter FAQ also hasn't been updated for at least two years, so those links probably need changing too.
