Not sure about the FreeBSD solution, but I can dig up some used Cisco vendors that can set you up with a 72xx and DS3 ATM for under $15K, possibly less depending on what other interfaces you're looking for. While I understand you're looking for the FBSD solution, the 7200 series actually have a decent bang/$ ratio, and the time saved may pay for the extra $$.
