proposed amendment to the handbook

* I think something like "sometimes called keyboard layout" is a fair
compromise.
* KISS: Refer the user to `vidfont(1)` and `kbdmap(1)`, and `sysrc(8)`.
* I do not use `sc(4)` so I do not touch that part.
