I see here a side effect of partial py??-* packages upgrade when switching
default python version from 3.8 to 3.9.=20

Always, ALWAYS do a full rebuild/reinstall of any py??-* package when defau=
lt
is changed. Because staled installed packages have hardcoded py version ins=
ide.
And it's a reason why error cannot be reproduced in clean poudriere environ=
ment
with built-from-scratch repo.
