Mounting filesystems and managing vn devices currently require a high level of privilege, but untarring doesn't. It's a neat trick, but requires a lot more machinery than strictly necessary. On the other hand, if you feel like writing a command-line cd9660 tool with arguments that look like tar, fine :-).
