Always "M I S". Similarly, I never heard anyone say "mitt" with reference to Massachusetts Institute of Technology. Always "M I T". The word NIS appears with NFS often enough for me to believe that "niss" would sound peculiar. I rarely hear NIS spoken, I do recall hearing the "N I S" pronunciation. A number of well-known educational institutions and other organisations use the phrase 'an NIS'. This number is large enough for me to believe that it is an acceptable norm.
