I don't have a working Netscape here. But Netscape 4.5 for Solaris
shows the headings at different font sizes (i.e., correctly).
I seem to recall there's an check-box option for it in the Netscape
configuration. Something about allowing scalable fonts or something.

It doesn't exactly disappear (it's a browser issue) but take a look at
how the ToC for the Handbook appears throughout the Handbook.
