I'm closing this as arved identified the root cause: the reporter had
conflicting ruby versions installed (ruby27 alongside newer versions). The fix
is to set RUBY_DEFAULT_VER correctly in make.conf. This is a user configuration
issue, not a bug in portupgrade.
