It works like this:

If ipv6_enable="YES", then you have a "true" from /etc/network.subr:ipv6if(),
which is used in /etc/rc.d/auto_linklocal to set the linklocal
adress.

Again, using a function from /etc/network.subr:network6_getladdr()
