I think /etc/issue is SysVish.
On BSD one has /etc/gettytab where you can define such a message
for every line separately.
E.g.:
default:\
:cb:ce:ck:lc:fd#1000:im=\033[1;1H\033[2J\014\r\n\r\n\
Welcome to %h\r\n\r\n\
[...]
