What is the exact definition of libutil?  It appears to have more
than login-related things in it.  Should not its definition should
be expanded to allow wider use, or narrowed to only login things
(with a possible remame to liblogin)?

I agree with you on the flags handling.  Should they remain with
the same names, or be renamed to getflags/setflags to be in keeping
with getmode/setmode?
