Actually, according to syslog.conf(5) it should:

---------------------------------------------------------------------------
   An asterisk (``*'') can be used to specify all facilities, all levels, or
      all programs.
---------------------------------------------------------------------------

I tried that, but it didn't help. Actually, I have several other  
daemons logging to various localX facilities and they do work with '*'  
level in syslog.conf
