I'll try to get it to this state again by running the torrent client without
the dummynet rule first (I didn't run the torrent client anymore coz it was
getting the fans running at higher RPM / heating the CPU). Last time I let it
run without rebooting after stopping the torrent client and those threads
"calmed" down after a day or two. It needs about that much to "spool them up".
It's very strange that it take so much time for something to happen. It's like
some queue getting too long and then slowly getting shorter.
