Per user, you can do it in their individual $HOME/.xinitrc

Mine says:

...

exec /usr/X11R6/bin/fvwm2
# exec startkde
...

(I run a minimal box that supports fvwm just fine, but dies gasping under
KDE.)

Probably I should have set a $HOME/.xsession instead.
