Right, that was pretty expected... as I noted back in #19, it must be sosend()
itself based on how the address is populated. Sorry, I haven't had much time to
push this further- I have a test case that just exercises CARP + wg with a
no-backup, but I haven't yet been able to work pf into it to see if that breaks
upstream.
