From rc.conf(5) I would rather expect the configs to need names /etc/hostapd-wlan0.conf, /etc/hostapd-wlan1.conf, and not /etc/hostapd2.conf, /etc/hostapd3.conf etc. Besides, why does the poster still have /etc/hostapd.conf?
