I don't know where to get docs from.

( wget on NT understands some regexp operators, but it is a little "flakey" )

ftp-ing ctm deltas has been a very reliable for source, ie buildworld always
works, for those of us without cvs access. ( "cvsup32.exe" ;), two points that I
have found:

The deltas by ftp lag behing the ctm-announce list by about 12 hours
Don't switch your source ftp server, for example from ftp5 to ftp2 - as the the
time-stamping method doesn't work.
