I am unsure as to a cause, but we had the same problem installing an EtherExpress Pro (?) and had the same problem you were having. After fussing around for a while, we gave up and just installed a 3com... much better. This was all on 2.1.7.1, and I think that the drivers were just suffering from bitrot, but Im not sure if a real fix is out there.
