the text saying a backup and reinstall is required is wrong, but i'm not sure
pkg unregister is the right solution.  it's perfectly possible to upgrade from
14 to 15 with pkgbase, it's just not "supported" in the sense that we haven't
tested it and don't document how to do it, and it requires some manual fiddling
to fix renamed/replaced packages.  most pkgbase users would likely prefer that
over a depkgbasify/upgrade/repkgbasify cycle.
