Sounds like a bad floppy.  Did you try a fresh, formatted 1.44MB floppy?

Otherwise I would try re-downloading boot.flp and making sure you 
selected binary mode.

boot.flp will only work with 1.44mb 3.5" disks, if I remember correctly.  
I could be wrong, I don't have the image in front of me here.
