Usual kernel quota mechanism works just fine for jails although there are some problems here. The first problem is that in a jail you can't use quotactl(2) syscall. You need to setup quota limits from a master system in a some special manner (like a ssh from jail to master). The second one is that you need some special tool for setting quotas because standard edquota(8) is interactive tool and /usr/ports/sysutils/setquota require for acoount to exist in the master environment.
