This is a bug which I fixed in the 2.2.5-stable sysinstall. It's also fixed in the ftp://freebsd.org/pub/jkh/225upgrade.tgz package, which upgrades /stand/sysinstall to the latest before launching it in upgrade mode (which, if you're only after the upgrading of sysinstall, you can always say "No" to).
