  MFC following revisions of etc/Makefile:
  
  1.254, deal properly with *.US-ASCII
  1.253, fix Latin1 man directories for new locale names
  1.252, new locale names and aliases to old ones
  
  Also add/update files with locale, nls and man aliases.
