I have a Perl script (ambitiously called ctmup :) to automate the
downloading and installing of CTM deltas via FTP (even though I could
use CVSup, CTM was faster).  I used this up until a short time before
I became a committer (I needed CVS diff :), although I was never
subscribed to the email updates.

So, I concur that not everybody who uses ctm is subscribed to the
email updates, FWIW.
