I've tried with Kde's Applications. I've never used moused, and I have the mousewheel working in all apps (although I don't run KDE). The primary difference between my setup and yours is that I have Option "Buttons" "7" rather than 5, and am using a USB mouse. I suspect the former is more relevant than the latter.
