More like:

p=$(</var/run/foo.pid); kill $p

And the "watcher" does:

p=$(</var/run/foo.pid); kill -0 $p || restart_p

or

p=$(</var/run/foo.pid); kill -0 $p && rm /var/run/foo.pid

A reboot chould clean out /var/run as well.
