We use ncftpd ftp server which is a commercial product on our production systems. It has many features and security options and the documentation on setup and use is well done. I think you can use it for free if you set the number of allowed connections to 5 or something, check the docs.Their site: www.ncftpd.com If it's what you need, let me know and I will send you the script I use to manage ftp accounts, nothing fancy but it works for me. I've never tried any of the other ftp servers except the one that comes with the FreeBSD install.
