I have to assume relatively small. Normally, due to differences in ISP billing and management, there is never one single answer. We (<10,000 users), find Matt Simerson's email toaster to work wonderfully for email management: http://mail-toaster.org/ That's really the only 'web management' advice I can give, as all other management applications are developed in house, and will likely not port to other environments without extensive effort.
