we have once discussed this on IRC. We agreed that MAX_IPOPTLEN
belongs to ip.h, not ip_var.h. You promised to move it there,
when you have time. And now you have sponsored time :)

Also, this goes along with Google SoC project that cleanups
(ab)use of ip_var.h by userland code.
