Is this similar to
https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=256722

Something I found while booting my rpi3b+ using UEFI was that
sometimes I had to
 	set console="comconsole"
in loader as "efi" seemed to hang.   I don't think I ever dug into
that.  Worth a try?  Would be another data point to narrow this down.
