I agree with you whole heartedly. The time to do this is initial code review,
as changing them after the fact breaks existing configuration. You can ask for
an account on reviews.freebsd.org and create a filter to subscribe yourself to
reviews which add new code which uses sysctl, where you can issue terse and
respectful suggestions to increase consistency, if you wish to help. As this
request is not a bug, and we have received your request, I am closing this.
