The time to do this is initial code review, as changing them after the fact breaks existing configuration. You can ask for an account on reviews.freebsd.org and create a filter to subscribe yourself to reviews which add new code which uses sysctl, where you can issue terse and respectful suggestions to increase consistency, if you wish to help.
