You need to create them explicitly now with 'ifconfig create'. The benefit is that you no longer have to prespecify the number of gif interfaces at kernel compile-time, they can be created on the fly. Just create them with the appropriate ifconfig_gif<#> entry in rc.conf. This is noted in the release notes and UPDATING (you do read UPDATING, don't you? ;-).
