Peter has "broken" it in his latest revision to xlint/lint1/Makefile.
This should fix it:

%%%
Index: Makefile

RCS file: /home/ncvs/src/usr.bin/xlint/lint1/Makefile,v
retrieving revision 1.15
diff -u -r1.15 Makefile

+++ Makefile	23 Oct 2002 10:58:53 -0000

+	sh ${.CURDIR}/makeman ${DESTDIR}${BINDIR}/${PROG} -m >${.TARGET}

 .include <bsd.prog.mk>

DESTDIR is set to WORLDTMP during buildworld (WMAKEENV in Makefile.inc1).
