The fundamental problem is that the "make" of a distribution tree ASSUMES
that you are already running under that envoirnment. The <sys/xx.h>
includes have to be INSTALLED for the tree that you are trying to make.
They do not reflect the system under which you are running which may not be
the same.

We need to redo the entire Makefile structure so that we can cross-compile
without destroying the host envoirnment.
