Agreed. A new user shoudn't be trying the RC, but for completeness sake the
cd should be looked at as if it were disk 1 fresh from a new release set
imo.
However, perhaps the RC is more concerned with code stability then with the
package as a whole. If the situation is normal for RCs than I would suspect
that to be the case.
