Old PC-9801 series don't have the PCI bus, and those machines support
only 1.2M and lower floppies.  Newer PC-9821 series have the PCI bus
and support 1.44M floppies too.

So, I create both 1.2M and 1.44M floppy images for all kern, mfsroot
and fixit.  1.2M floppy images don't include PCI related devices at
all because of a size limit.  1.44M floppy images have all devices
support.
